Unhappy golf boost pressure regulation

Hi everybody i have a golf giving me grief !! its a Boost Pressure Regulation Limit Exceeded (Over Boost Condition ) It only happens when shes towing a camping trailer ive check waste gate and controller What do we think ? turbo vanes Blocked the cars done 97,000 miles code P0234 (16618 )
